## The Law Few Really Know About

In Italy, **the transportation of dogs in cars is regulated by the Highway Code**, article 169. The rules are clear, but almost nobody knows them. The result: fines ranging from €80 to €333, a deduction of 1 point from your driving license, and above all, a **real risk of accidents** in the event of sudden braking or collision.

Let's see exactly what the law says and how to comply with it.

## What Article 169 Says

Paragraph 6 establishes:

> "The transport of pets is permitted, even in numbers greater than one, as long as they are kept in an appropriate cage or container or in the rear compartment of the vehicle specially separated by a net or other suitable means that, if installed permanently, must be authorized by the competent office of the Department of Land Transport."

In simple terms:
- **One animal**: can travel freely, provided it **does not distract the driver** and that the driver can **maintain control of the vehicle**.
- **Multiple animals**: must be in a carrier or in the trunk separated by a net.
- **Dog free anywhere**: NO if it distracts or limits the driver's view.

## Penalties

- **Fine**: from **€84 to €335**.
- **Deduction**: **1 point** from your license.
- **Serious cases** (dog completely free obstructing driving): maximum penalty.

Inspections are **rare**, but in the event of an accident with a dog roaming freely, the insurance consequences can be severe: the insurance may deny compensation, contesting "lack of safety criteria in transportation."

## Regulation-Compliant Transport Systems

**1. Rigid Carrier (kennel) in the trunk.**
- Safe in case of sudden braking.
- Dimensions: the dog must be able to stand and turn around.
- Certified "crash-tested" models (Schmidlin, 4pets): safety tested successfully.
- Cost: €80-400 depending on size and quality.

**2. Trunk separated by a net.**
- Sturdy metal net separating trunk from passenger compartment.
- Dog free but confined.
- Suitable for SUVs and station wagons.
- Net cost: €100-300.

**3. Soft Carrier in the rear seats.**
- For small dogs (under 10 kg).
- To be secured with seat belts.
- Suitable for city cars.
- Cost: €40-100.

**4. Car Harness + rear seat belt.**
- For medium and large dogs.
- Sturdy harness attached to the seat belt.
- Important: **harness certified "crash-tested"** (e.g., EzyDog, Kurgo, Sleepypod ClickIt).
- Cost: €50-150.

**Cheap harnesses for €10-20** will **not hold** in the event of an accident: they break like cotton threads. This is not marketing, it is mechanics.

## What is NOT Regulation-Compliant

**Dog free on the back seat**: technically possible with only one animal, but in practice:
- Jumps on the front seats → distraction → fine.
- Not secured → in case of sudden stopping, a projectile.

**Dog on the front seat without a harness**: airbag = certain death for the dog in case of deployment.

**Dog free in the open trunk** (station wagon without a net): projectile in case of sudden braking, escape in case of opening.

**Dog in the passenger basket on a motorcycle/scooter**: strictly prohibited, heavy fine.

**Dog in the driver's lap**: categorically prohibited. Guaranteed fine.

## Safety Practices Not Imposed by Law

Although the law provides for minimum systems, there are **additional good safety practices**:

**1. Carrier in the trunk secured to anchor points.**
An unsecured carrier in the trunk in case of a crash at 80 km/h becomes a projectile weighing 30-40 kg. Secure it with ratchet straps to the trunk's anchoring rings.

**2. Position dog’s head away from windows.**
Even with harness systems, avoid letting the dog have its head against the window: in case of a crash, it can break the glass or exit.

**3. No dog on the front seat.**
The airbag kills puppies and small dogs and severely injures medium/large ones. Never a dog in front.

**4. Adequate climate control.**
In summer, travel with the A/C functioning: the car can reach 50°C in 10 minutes in the sun. Never leave a dog in a car stopped in the sun, not even for 5 minutes.

**5. Break every 2 hours.**
Dog stretches, drinks, pees. You do too: don’t drive tired.

## Documents to Have

For long trips or trips abroad:

- **Microchip** (mandatory in Italy).
- **Updated vaccination booklet**.
- **European passport** for EU travel (with updated rabies vaccine).
- **Health certificate** within 10 days of travel for certain countries.
- **Possible specific travel insurance**.

## Special Cases

**Guide dogs for the visually impaired**: can travel freely next to the driver, specific regulations apply.

**Working dogs** (Law Enforcement, rescue): specific rules for service vehicles.

**Puppies under 3 months**: transportable only for veterinary visits or emergencies, with additional precautions.

## In Summary: The Solution

For most owners:

- **Small dog (under 10 kg)**: soft carrier on the rear seats, secured with a seat belt.
- **Medium dog (10-25 kg)**: crash-tested harness + belt, rear seat.
- **Large dog (over 25 kg)**: dividing net + trunk, or rigid carrier secured.

The initial investment (€100-300) pays off in safety, potential fines saved, but most importantly in the peace of mind knowing that, in case of an accident, you have given your dog the maximum possible protection.
